Take Use of Clean Energy Alliance's Current Programs!
The Clean Energy Alliance (CEA) offers a variety of programs and incentives to help residents reduce their energy bill while lowering their impact on the environment. The following programs are currently available for Solana Beach residents to sign up for:
PeakSmart Savers Program
The PeakSmart Savers program helps CEA residential customers lower their electricity bills by offering reduced energy rates throughout most of the year. In return, customers shift or reduce their energy use during called PeakSmart Days when CEA charges a premium for energy during on-peak hours. CEA may call PeakSmart Days when energy use and demand on the grid are forecasted to be high (excluding weekends and holidays). PeakSmart provides rates that are up to 30% lower during off-peak and on-peak hours than comparative rates!
This program is open to most residential CEA customers, and is administered by CEA.
How it Works:
- Participants enjoy on-peak and off-peak electricity rates that are up to 30% lower than standard rates
- During on-peak hours (4-9 p.m.), CEA may call a PeakSmart Day up to 18 times per year. Energy used during on-peak periods of a Load Reduction Event will incur a Load Reduction Adder, $1.10 per kWh
- Customers receive text or email alerts when a PeakSmart Day is scheduled
- Customers who enroll in 2026 are eligible for Bill Protection for the first 12 months of service. Bill Protection ensures the customers will not pay more for energy under this Program than they would otherwise have paid had they not enrolled in the program.

Solar Plus – Solar and Battery Storage
The Solar Plus program offers homeowners solar panel and battery systems with no up-front costs or credit check. By joining the program, customers can transform their homes into microgrids, resulting in energy independence, reliable power, and long-term savings.

Solar Plus Connect offers solar and battery installation for income-qualified households at discounted rates. This can reduce electricity bills by an estimated 55–65%!
Battery Bonus – Battery Storage for Customers with Existing Solar
The Battery Bonus program provides eligible residential CEA customers who already have rooftop solar panels with home battery storage systems at no upfront cost and no credit check required. This program is administered by CEA in partnership with Participate.Energy.
Battery Bonus Benefits:
- Enjoy backup power during outages
- Use stored power when rates are high to lower your bill
- Reduce your reliance on the power grid

Battery Bonus Connect offers a no-cost battery storage system for income-qualified households. This program is available for up to 300 households on a first-come, first-served basis.
CEA's New Incentive Finder Tool
CEA has launched its Incentive Finder Tool, a powerful resource to help CEA customers easily find energy rebates, financial incentives and assistance programs. Customers are encouraged to use the tool now, as some federal tax credit programs are set to expire at the end of the calendar year.
Created in collaboration with Govcentives and available at CEA.Govcentives.com, the user-friendly tool determines the customer’s eligibility for a personalized list of programs and opportunities. It matches eligibility rules with simple customer information such as ZIP code, city, housing status (rent/own), household income, tax filing type and household size. Because it does not ask for personally-identifying information, it protects customer privacy.
The Incentive Finder tool connects CEA customers with:
- Rebates, tax credits, discounts and financing for a variety of energy-efficient home appliance upgrades
- Home and transportation energy measures, including electric vehicles, heat pumps and more
- Bill discount programs to help income-eligible households reduce monthly energy costs
- Programs from federal, state and local sources all in one convenient place
